Who does it cover?

The EAA does not ask whether you are established in the EU — it asks whether you serve consumers in the EU. An online store selling into the EU from outside is covered too. Main areas in scope:

  • E-commerce websites and mobile apps
  • Banking and financial services
  • Transport (ticketing, check-in)
  • Telecommunications services
  • E-books and reading platforms

Exemption: Micro-enterprises (fewer than 10 employees and under €2M annual turnover) are exempt from the service obligations.

What is required?

The technical requirements rest on EN 301 549, which in turn references WCAG 2.1/2.2 AA. In practice you need:

  • A website and app accessible at WCAG AA level
  • A published accessibility statement
  • A feedback channel
  • The ability to document conformance

The cost of non-compliance

Sanctions are set by member states; they range from fines to having the product or service withdrawn from the market. Fines run from tens of thousands to millions of euros depending on the country — plus reputational damage and exclusion from tenders.
